You're confusing the issue. We don't want a national broadband network run by the federal government (it would be slow and abysmal like our government operates already, unless you owe the IRS money of course). We should want state level and even county level public utilities to be allowed to build their own internet services to provide competition to the incumbent ISPs that in many places have a stranglehold on their regions.

In the case of municipal broadband it's typically cheaper, faster, and more reliable than the services the major ISPs provided when they were built. EPB in Chatanooga, TN for example has ensured that Comcast and AT&T both have viable competition and as such are now forced to offer services that are comparable in both speed and price. It's also the reason why Comcast and AT&T went to the state level to block EPB from expanding outside of its current coverage area.

It's also important to note that in Chatanooga, EPB doesn't have data caps, while both Comcast and AT&T do

So yes it actually would be lovely for public utilities to be able to offer internet service across the entire country and not be sidelined by the big internet providers that have any chance of competition legislated away.
