No, all they have is an opinion. All the cop can say is "I think AznJing was speeding but I can't prove it", because if he admits to looking at his speedometre, he would be taking his eyes off the road & convicted with dangerous driving and likely charged with slander (for calling AznJing a speeder when he's law abiding).

Why do you think this matters? are you going to represent the OP? give me an example of how you would go about discrediting the police officer in court.

Oh wow, you're clearly a lawyer. congrats. I didn't know until today that traffic tickets had the same standard of evidence as homicide.

Our legal system is based on the concept that you cant go to jail unless they're certain you did it, you ought to look it up. Cops can't just hand out tickets then say "oh I think he was speeding". All AznJing would have to say is "no I wasn't" & there's enough doubt.
