Two 1000w hps/mh lights would probably be plenty of light for the space, and your best/cheapest initial cost option. Two 600w hps/mh lights would probably even work ok, but it would be less than ideal.

Even then, unless you can find some good deals on lights, a couple of the cheapest 1000w HPS/mh lights kits (with ballast and hood) new would be around least half the budget. But you might be able to find some cheap used kits.

You would still need an exhaust fan, probably an intake fan, probably a dehumidifier, maybe an AC or heater (depending on where you live/what season you're growing in), maybe a water filter (depending on your water situation) pH meter and something to adjust pH with, some basic nutrients,a medium to grow in, and some little fans to keep good air movement.

And that's not even mentioning your electric bill, pest repellents, seeds or other extra costs for things that might go wrong along the way.

You might be able to do it of you can score some good deals on used equipment/freebies from friends. Otherwise, you should probably downsize.
