This is just a problem with balance in a BR game generally, it is extremely difficult. The whole point of the game that separates it from a standard FFA mode is the asymmetrical nature of loot players find. Necessarily, the lucky are rewarded, and the disadvantaged need to overcome the imbalance, that's supposed to be where the fun is. But it still needs to be fair to a degree. Balancing that on large maps with a hundred players is almost impossible. Make it too easy to find good gear, and the whole loot mechanic just becomes pointless and you might as well have loadouts. Make it too difficult, and there's a chance the players who find the best gear will always be the ones who win.
