The execution of the Tarly’s was justice. What they were doing was wrong and they knew it—Dickon tells Jaime about how some of the Tyrell men he killed were his friendship and they used to hunt together. Randyll tells Jaime that he will not break his oath to the Tyrells...until Jaime offers him their land. It doesn’t mean anything that her advisors said she didn’t do it. They’re fucking idiots in Season 7 and cause huge losses with their advice.
In Qarth it’s pretty clear she was just using literally the only leverage she had (the power of her dragons) to try and sway the Spice King to her side.
The Mereenese she crucified were all slave masters. None of them are innocent. And if you ask me she should have killed the rest of them too. Much less trouble that way.
