I’m curious as to how much of a difference there is between Bismarck’s night time combat ability vs. a heavy cruiser so I made a couple of calculations.

Assumptions: Event EO map with a STF combined fleet, because…pretty much 90% of the min-maxing happens in events. Unless you are /u/echeIII, who spreadsheets his 1-1 sparkling runs so that he can sink the most Nenohis in the shortest possible time.

Equipment wise I’m going with a max upgraded set for simplicity:
*20.3cm No. 3 +10 *61cm Quint +10 *Prototype 35.6cm +10 *46cm +10 *Type 1 AP +10 *FUMO25

For a double attack setup:
Bismarck Drei equipped with 2xProto 35.6cm, Night Scout, Type 1 AP
Choukai Kai Ni equipped with 2x20.3cm No.3, Night Scout, FUMO25

For Bismarck, her base NB attack power including equips is:
99+36+2x(18+sqrt(10))+9+sqrt(10)=189
For Choukai, her base NB attack power is:
85+86+2x(10+sqrt(10))+3=200

So is Choukai superior to Bismarck? Well, not quite yet, there are still damage modifiers that haven’t been accounted for. Most damage modifiers are applied equally to both Choukai and Bismarck, except for the AP shell modifier against heavily armored enemies. In Bismarck’s current equipment configuration, it’s a 1.08x multiplier post damage cap (but it doesn’t matter here because nobody set up for double attack can hit the cap of 300 anyways).

So Bismarck’s adjusted damage without taking into account other modifiers is: 189*1.08=204

And this places her above the strongest CA when a double attack setup is used, but there’s some of us that have luck-modded our CAs for torpedo cut-ins since it’s far more powerful than a double attack at the cost of the trigger rate. So how does Bismarck fair in this scenario?

Setup:
Bismarck Drei equipped with 2x Quints, 2x46cm
Choukai equipped with 4xQuints

Bismarck has 99+36+2x(12+sqrt(10))+ 2x(26+sqrt(10))=223
Choukai has 85+86+4x(12+sqrt(10))=231

Well, this isn’t helpful at all, since night battle Torpedo CI has a 150% damage multiplier it would put both Bismarck and Choukai well above the cap of 300. But somebody has to carry those NB equipment to improve the chances of a cut-in happening. Bismarck simply can’t hit the cap without using all 4 slots, Choukai can do it with just 2 slots:

85+86+2x(12+sqrt(10))=201

Note, I’m assuming that AP shells don’t provide a post-cap bonus to torpedo cut-in attacks, otherwise Bismarck would blow Choukai out of the water in terms of raw damage potential with a ~1.1x damage boost after the 300 damage cap. I don’t think has been tested before since it’s a mechanic that is limited to Bismarck only, but I wouldn’t be surprised that it is true given how other strange mechanics have found their way into the game.

Summary:
Unless we need extra slots to carry NB equipment, Bismarck is equivalent or superior to CAs in NB damage. This doesn’t even figure in her higher defensive stats and the ability to deliver a daytime capped attack as well.
