You acknowledge smurfs are a problem, but then also claim they aren't a problem, when no factors have changed. Your logic is flawed.

The legit players at Rank ~120 probably think it's a problem that top 100 has ~20 smurfs. Because if no smurfs, they would be in top 100, instead of 120.

It's the same all the way down the ranks. Remember, it's never Bronze players who smurf. It's always good players. Smurfs push 1-account players down.

I will iterate my point, this time correcting for your "exclude top 10" argument, to show the problem is identical outside top 10:

The problem becomes even more obvious, if you apply the smurf mentality to a real life sport. Let's say a high jump athlete puts on a wig and signs up three times for a competition. He clears 2.09m three times and gets 11th, 12th and 13th place. That's what's happening with smurfs.
