This is literally the same in every other game game. Puggers in CSGO can still have very nutty aim compared to the pros. What the pros have over them is awareness, positioning, better movement, msap knowledge ect..

Learning to control recoil is more challenging than learning to wait half a second between each mouse click?

That literally is what the H1Z1 system is. Learning the shot reset timing is controlling the recoil. It's just done a different way. Most games it's just holding down the gun, how is that anymore challenging? In CSGO it's bizarre patterns that look like a reversed 7. The recoil system isn't random

you can never master the handling of the actual recoil because it is completely random as to which left or right direction it will go after each shot.

What are you trying to say? Is it easy to master or not? Are you new to the game and you're makking these suggestions? The recoil system is NOT random. The direction between where the AR goes means absolutely nothing, all that matters is the timing between the resets. You know that right? You do NOT need to know which direction the AR will go with each shot as long as you know how t time each shot, the direction it goes to means nothing. I don't know why you would exclude the AK here either, it's literally the same thing but instead of going right/left it going right/left diagonally.
