Think about it like this. Other gacha games give welfares that are nerfed in stats for their rarity, because they're free. This is to provide incentive for people to roll for the gacha characters who aren't nerfed, and to make it harder for F2P players to keep up with non-F2P players.

Obviously, FGO has it better than other games since less art is a small price to pay for non-nerfed Servants.

FGO is a waifu/husbando game and most people seem to agree with that. Hell, the common advice is to "roll for love, not gameplay". Nerfing the art is tantamount to nerfing a servant in gameplay-focused games.

In FGO though, welfares aren't nerfed in stats, which is a great thing since it allows F2P players to have Servants that are as good if not better than gacha Servants. But the price for that free powerful Servant is less artwork/sprites. Again, this is to provide incentives for people to roll gacha Servants who have dynamic art/sprites.

Would you say that the god-awful gacha rates and lack of a guarantee are equal costs to having dynamic art/sprites (considering most gacha servants aren't exceptionally amazing gameplay-wise)? No, I don't. Welfares shouldn't be "paid for" by nerfed art, but by the sacrifices people (F2P or otherwise) have to take with gacha servants.
