Stores and Gas Stations open during Power Outage?

Costco has a massive on-site generator and ran their warehouse full bore during the recent multi-day outages. Inside the warehouse, they had all their lights running, display TVs running, Christmas tree lit, etc. The refrigerated section was cold and open for business. The food court was serving up pizza, etc.

Costco is in Eureka and you need a membership, or for a member friend to buy you a Costco Cash Card.

Because stormy weather is upon us now, the longest outage you should expect in Arcata until the dry season is 24 hours. Before the two recent PG&E PSPS outages, the last time we experienced a widespread 24-hour outage was more than a decade ago in a New Year's storm.

When a big storm hits and causes a bunch of isolated outages, PG&E is likely to address the biggest ones first. "Biggest" is judged by the number of customers affected, and Arcata is a major population center. If you live out in the hills or something, yeah, you may experience longer outages with greater frequency, being more prone to trees falling on power lines.
