Strange red bumps on shoulder below neck.

My wife has been experiencing a sudden flare of strange red bumps on her shoulder and neck. When we first noticed them, there were about 16, and the number has fluctuated a bit but today there are 23. Some of them are itchy, but she's been doing her best not to scratch them. The largest ones hurt when pressure is applied or her shirt rubs against them.

They have not spread anywhere else and I have not had any mysterious bumps, so I was thinking it probably isn't being caused by any sort of parasite. She hasn't started any new medications or anything, and we haven't changed our clothing detergents.

1% hydrocortizone cream three times over the last day didn't do anything to help, but did give her a brief burning sensation.

Any idea what this could be? Does she need to head to the urgent care and get checked out?
