Strange Site in Egypt. Any idea what it might be?

If you read around on /r/credibledefense and some other forums of that type, you will eventually learn that most of the air forces of Middle Eastern countries are a) poorly trained, b) poorly maintained and c) not so much an effective military wing as an assignment for people with politically important families so they can feel/look badass. So yes, just because there is a bombing target doesn't mean it's being hit with any regularity. Heck, it may even have been built during one of the many attempts by foreign countries to provide training to the Egyptian military, and then never used for lack of aviation fuel or extra bombs or just anyone caring enough to actually practice.
