The agreement requires the parties to “respect the independence and sovereignty and the existing borders” of Ukraine; “refrain from the threat or use of force against the territorial integrity or political independence of Ukraine”; “refrain from economic coercion”; “seek immediate United Nations Security Council action to provide assistance to Ukraine … if Ukraine should become a victim of an act of aggression or an object of a threat of aggression”

Just because it was a "token gesture" as you put it, doesn't mean that those assurances were not made. After the annex UK/US/CAN said Russian involvement was a breach of its obligations to Ukraine under the Budapest Memorandum.

Fuck all happened obviously.
