I submitted a sub emote 7 months ago that was declined twice but this guy got it approved a couple of days ago?

First you have to understand Twitch GM / Admin hierarchy, most Admins are basically nothing more than glorified volunteers on a pay roll (exception of course those Admins who actually have skills, artistically or technically, but those aren't the ones who handle these cases).

They, Global Moderators, are not trained in any way, no deescalation training, no training whatsoever, and of those GMs Twitch is pulling Admins to handle sections and other stuff like emotes or banning / suspending etc.

It's all just a system based on networking slash favoritism. Users who turn into Moderators, who might turn into Global Moderators who turn into Admins.

Best chances you had when the Website was relatively new, become a moderator for one or multiple channels, network with other moderators, somehow get into contact, over Twitter or whatever, with actual Staff, maybe even over a Streamer for whom you mod, suddenly get lifted up to Global Moderator, and then later even Admin.

No skills, nothing, except somewhat adequate social skills and networking needed.

Results: Favoritism, no consistency regarding emotes or even banning / suspending people and so on.

Why does Twitch / Amazon do it that way, because it saves a TON of money on training people to actually do their jobs well, having just some power hungry users work for them, most for free i.e. Global Moderators, who are semi-efficient / mentally stable, is way better in terms of profit than having actual professionals who got trained and have manuals and clear cut guidelines to follow. And the best of these users / Global Moderators you turn into Admins and pay them, but still don't give them any training whatsoever.
