[Suggestion] Ashe Hawshot rework

Actually the hawshot at level 1 reveals an area of 1000 range for 5 second. This version at the same level reveal a 500 range area for 15 seconds and have a 30 mana cost, which isn't a huge cost, but Ashe have the lowest mana pool at lv 1. If Ashe replaces the nest as soon as she can to ensure vision, she will run out of mana much faster, so the player need to understand when he can allow himself to "ward" or saving mana to the other spells.

Plus, Ashe will grain the full benefict of the ward (lv 5 radius it's like a stealth ward) only when you max the 2nd spell (since no one can ever think to max it as 1st as carry), at that level you have your yellow/blue trinket upgraded maybe also with the 250g. This would buff a bit her utility even if she falls off during the game, removing the feeling "if you don't destroy your lane you will be useless", but during lategame she is still the low mobility/no escape champ item dependant as always.

Regard of the % win ratio, it's an important value to examine, but it can't be the only one. I think the popularity is the biggest value to examine. Champion like Ashe and Poppy have an high % win ratio but are barely played, maybe because they aren't much fun to play. An example is Lee Sin, he's played so often even if his win ratio is lower than Amumu's or Shyvana's because his kit have a good feedback from the community

I undestand that it's impossibile to balance perfectly every champ, and I understand that the way Riot is using to nerf instead of buffing other champs it's the right way (beating the strong creating stronger it's not the right way imho). In the Ashe's instance, I think introducing a new mechanic allow her to be unique and try to revamp her in the rift. Numbers can ben modify later (also with nerfs, why not) but there are some champs with old or frustrating mechanics that can't hope to be played again only because all the actually fun ones are smashed by the nerfhammer (like Kassadin)
