Not long before Nintendo had just sold Super Mario 2 3DS DLC stages (reworkings of existing tiles..basically a txt file of a level layout) for $2.50 a pack with three separate packs available.
So making money off of these text files seemed to run completely in the face of giving users the ability to make their own stages...wouldn't you say? I mean, it's completely logical. Why sell the cow when you can sell bottle of milk forever?
Also Nintendo was the only platform without Minecraft yet Nintendo didn't seem too keep on having much user created content on their console. I can't find the earlier article or site (as this was two years ago), but there was an interview somewhere that stated Mojang might have considered porting or working with Nintendo to bring Minecraft to Nintendo platforms but Nintendo had no interest in the idea.

E3 2013 was a big year with big announcements. The Ps4, and Xbox one were in the spotlight and Nintendo was still struggling. It looked like their answer to more money was simply more DLC and not giving you the COW.
As I stated in my last reply, they did find a way to keep the cow and I guarantee you they will milk those tile sets as much as possible.
