They can be as independent as they want. The question is what sense does it make? Wales is a huge net receiver and beneficiary of being in the UK. If the EU decides they want to prop up another weak member, sure. That's part of being in a union. But don't make the mistake of thinking that Wales would be some kind of economic powerhouse if they left the UK and joined the EU. They neither have the money or banking to exist like Norway or Switzerland. They need a big brother giving them hand-me-downs.
