It looks good for it, yes. Essentially, the fact that we didn't see a notable concurrence from either tying this into the topic of firearms, in fact quite the opposite, with Alito specifically noting the limited scope of this ruling, it's a pretty decent indicator that the two of them are not opposed to shall issue. Because this case pertains to handguns, it would have been very easy to subtly include language that come October would reinforce an anti-shall-issue result... I can't find anything that would allow that here. In particular, Alito actually notes the viability of future cases, and given that he is going to be seeing one in about 3 months the very fact that he mentioned the viability of firearm cases is good for us.
