The RN was the second largest fleet in the world throughout WW2. The French fleet remained in the hands of the Vichy and either defected to the British/scuttled themselves at the surrender of France or when the Germans occupied southern France.
There was no naval force in continental Europe capable pf challenging the RN for supremacy over the Channel. An invasion is possible but not without a strong navy. Seelöwe would have gone over on Rhine barges. A stiff breeze could cause them to capsize and send the entire complement into the drink. The Liftwaffe had time to stage 2 raids on the Home Fleet in the time it took for them to get from Scapa Flow to the Channel. They lacked heavy bombers or precision bombers with sufficient range, so most of those bombs would have missed. The RAF airfields in Scotland and Northern England were out of range of continent-based fighters and were essentilly untouched. The RAF in the south of England was battlescarred but still unbeatable by the Luftwaffe--throughout the Battle of Britain Commonwealth pilot and plane production numbers outpaced those of the Nazis. The switch to the terrorbombing of the Blitz only occurred because the Luftwaffe over the UK effectively ceased to be a daylight combat-effective force. The Wehrmacht had neither than naval nor the air supremacy needed to wage an unchallenged amphibious landing, nor did it have the expertise and experience the allies gained in Italy, North Africa, and the Pacific. All the amphibious landings of WW2 only occurred after the Allies had established local supremacy of airpower and seapower. Again, how could Seelöwe have succeeded if we have established the Germany had neither?
During the Cold War the Bundeswehr and the British Armed Forces carried out a simulation of Seelöwe. They based their data off the advice of Commonwealth and Axis generals involved in planning the invasion and response along with recorded troop numbers. The Bundeswehr took an absolute beating. Had Seelöwe happened, the German army in the west would have been destroyed.
