Taco Bell will test a 6-figure salary for managers and roll out paid sick leave as fast food's war for talent continues to rage

There's a difference between allowing an individual to decide where the money goes versus paying someone to oversee a bureaucratic, corporate work environment. Their entire policy is thought about and implemented from corporate down to management. So no, throwing money at management isn't going to change the quality of food, or even allow the management more freedom. They're being payed to implement Taco Bell's corporate policy. I think this move is one that is meant to prey on people's complicity - if they pay management well enough, corporate can get away with providing sub-par food. People will think that the food might suck, but at least they pay their management well. It's politics, and they have the capital to throw some weight around - sadly.
