It's not at all a game but a technical showcase of what's possible with next gen graphics. You missed the entire point and it is absolutely worth the final surprise.

The technology on display is a massive leap forward in game development possibilities. The entire city was created with as much detail as it has in likely less than a quarter of the time it would take any other studio to create with a different engine/toolset. Not to mention the lighting is all calculated appropriately real time so no need for utilizing other more time consuming methods.
