If you're dead set on this, it can be done, and since no one is giving you any ideas I'll tell you what has worked.

You can only do a small amount, small enough that when they frisk your junk area it won't stand out any more than your junk. Because that's where you will hide it and they will probably frisk you because you will have to opt out of the scanner machine if you don't want to get caught. If they only have you go through a metal detector, you'll be fine and dandy.

Wear jeans preferably, or any pants with thicker material, no sweats or thin khakis. Wrap the shatter in the wax paper and then cover that with some packing tape, the clear stuff. Tape this inside a pair of briefs (boxer-briefs would work but not boxers), where your taint will be right behind your balls.

Practice frisking yourself to see how well you've hidden it. If you have to opt out of the scanner and do the pat down , how hard you get frisked depends totally on the TSA agent. I have had ones who barely do a light brushing between your legs and some who get in there good and thorough, but they are really looking for hard objects like weapons so a softer form like your junk won't arouse suspicion.

What has also worked for traveling with flower, and also helps create a slight cushion that absorbs the TSA agents grasp is a small Crown Royal bag stuffed down the front of your pants under your crotch and anchor the bag by hooping the yellow bag string around the button on your jeans while they are unbuttoned, then button them, leaving the string hidden behind your front denim button flap. Try this out and look in the mirror, it's very effective at concealing small amounts.
