Is Talon good against assassins?

Short answer: I'd say No.

Long answer: All the other midlane assassins have more mobility and guranteed damage than Talon. This gives them the upperhand in trades and all-ins. He's also easily abusable once behind. Imagine playing against a 3/0 LeBlanc, Ekko, Fizz or Zed: if they jump on you, you must accept your fate and die because 1) you're behind aka you can't fight back 2) you have no way to escape their combo unless you're literally hugging a wall, but even then they still have the mobility to follow up and kill you. You may also use your ult but that makes you useless and a free 300g bag for more than 1 minute and a half.

In order to beat someone 1v1 as Talon, you must count on two things:
- The enemy to walk in your combo range
- Your damage to be enough to kill them before they use their escape

You have to play it really well and abuse their mistakes to beat other assassins. But even if you kill them once or twice, you still can't snowball your lane because Talon has only 1 gapcloser (575 range being the lowest gapcloser of all midlane assassins) and it takes them only 1 button to get out of your combo. Don't pick Talon to 1v1 the enemy assassin and snowball mid, pick him to snowball other lanes.
