The Tampa Bay Buccaneers lead in the penalty count net(-21), by far over every other team with 59 penalties against and 38 penalties in their favor.

I think you're making a big deal out of nothing.

First off, citing Philly and Dallas makes no sense. Both of them have almost an identical number of penalties for and against. So there is no conspiracy to give either team more of an advantage than the Bucs or Ravens.

Secondly, the total number of beneficial penalties for both the Bucs and Ravens isnt even that far off from the rest of the league. The next few teams with the least amount of beneficial calls are: Vikings, Saints, Bears, Jets, and 49ers. All of these range from 39-41 beneficial penalties.

The margin between the Bucs/Ravens and the rest of the league in terms of beneficial penalties is negligible. There is no slant against those two teams in regards to penalties thrown in their favor.
