I would presume this is just a reflection of the community. If it is predominately darker skinned, and not one of a blend of every shade like in a big city or you’d see tags on all, or If you were in a community predominately lighter skinned you would see tags on the lighter shades. I don’t think this is “one race steals more than the other”, I presume a percentage of any group in any area are going to steal, this so happens to be what this community majority looks like. That’s my presumption off of knowing they are using their stock/stollen records to know what needs more protection. That’s the presumption I think is only fair to believe.
