Probably an unpopular opinion, but I don't fully agree with the artist here.

Asking to draw something that may go on your body is not the same as paying McDonald's for a burger after you've eaten it. The drawing is more marketing/quoting than anything. Most businesses spend a significant amount of time drawing up quotes; many of which never see the light of day. Sorry but that's the cost of doing business.

Unfortunately, businesses rarely, if ever, get paid for the prep work that goes in before a job is started. Generally you get paid for the final product.

What if the customer wants one thing, but the artist draws something else? Does she expect them to pay again? That's not really how it works.
