My gf is terrified of confrontation. I know the unit is illegal. I've been to city hall and confirmed it. I want to threaten her with reporting it. I know the tenant pays rent. I assume it's off the books because it's illegal. And she's just a smug and obviously financially distressed person.

We move out in 5 months. We hate the space heater. The rest of the apartment is liveable. I wear a heavy cardigan and a scarf. Not how I want to live, but you do what you have to do.

I was hoping after we report the illegal apartment, hence proof of occupancy, that could trigger an investigation. I know it's a long shot. I've lived in over 16 apartments in cold climates and have never meant a more callous and uncaring person. She's obviously aware that we have no options under tenant landlord ordinances.
