Description of Problem: after upgrading motherboard + CPU, All games seem to have extremely low frame rate (going from 144 average in destiny 2, to 15fps ) This problem is present across games in different launchers and different ages. Note: GPU usage of one GPU spikes to 100% constistently when a game is launched.

Troubleshooting:

I've reseated both GPUs, Disabled SLI, Disabled Gsync, Enabled one or the other. I've uninstalled drivers via DDU, I've tried going back to a known stable build, I've checked temperatures and usage in HW monitor and task manager. I've removed the SLI bridge and tried to run on just one card. no change.
