I think what's being said here is that someone becomes "clear" when he stops adding mental pictures to the "bank", the mental image picture collection in your mind, so to speak.

When reading the meter, use ARCU (affinity, reality, communication, understanding) to find earlier similars (E/S) until the needle floats (F/N = floating needle), very good indicators (VGI's) and no more reads on the meter.
