[TEE Spoilers] GW keeps struggling with numbers

WWI left the combat areas in that situation, not "Europe". You're thinking of WWII, and the devastation was due to combat, starvation and destruction, not the drafting process. The US underwent a draft too and certainly wasn't devastated.

No, I'm not. WWII ended well apart from stuff the Soviets occupied. WWI had it worse. There were 10% less men in the UK than women after the war, which came out to 35% less children when you factor in the ages. It was worse in countries with higher casualty proportions, so yes it was the draft that did it. The US came out alright because they took much fewer casualties than just about everyone else.

"In the same span of time, Terra should be able to raise, hell, 0.004% of the population as Guard regiments."

"most of the people they can find are either starving and not good in the Guard, or they're too important to go to the Guard. Most of the population lives in the underhive, where they can't even reach easily because there's mutants and chaos cultists down there. "
