Many people in the comments seem to have the idea that this false report will somehow be seen as a general amnesty for every rapist in the country. That is simply not the case. Rape still gets prosecuted. Have there been cases where things fell under the table because someone did not want them to be cleared up? Sure, but this is german phenomonon not only related to crimes commited by forgeiners (refugees). Just take a look at the NSU case and you will see the same signs of people heavily manipulating the investigations which you may also find in certain rape cases. The motives in the end are the same, someone simply trying to manipulate the public. In the case of the NSU they tried to convince germany that there are only three neo-nazis in the entire country willing to use force to reach their goals and in case of immigrants people have the same goal of showing an image to the public that differs from reality in a way to suit their views and interests.

There are problems with certain groups of migrants, nobody can deny that, but it is not like we can't isolate the problamatic groups from the bigger groups. To give an exarmple. The attacks in colonge last/this year where commited mainly by people from Northern africa, in these countries people are muslims (mostly). Does that mean every single Muslim in germany is responsiable? Why not narrow it down a bit. Most (probably all) of the attackers where men. Punishing woman for something they did not take part in would be sensless. Narrow it down even more for exarmple by looking at the countries of origin. If all of them camd from country X than there might be a Problem. But that still does not mean that everyone from country X is a criminal. We should investigate what else they had in common. Did they know each other. Where they all living an the same area, did all of them frequently take part in the same activities and so on and on until er have a clear picture of who it is that courses the Problem. Than we will also be able to better prevent crimes, because certain areas of towns or certain individuels who are influentle towords a larger amount other people from one of these groups can be better monitored. Simply blaming a larger groups of individuals who often have very little in common with each other (blaming all Muslims for rape, eastern Europeans for car theft and human traffic, jews for their very existence and so on) is not going to bring us anywhere. Define the groups a lot sharper than we can activly do something against them.
