Your 2nd amendment right, in a narrower sense, is the right to defend your property from being violated by others, and since each law applies equally to all, then this also applies to government. It’s a constitutional right, which unquestionably applies to every state. The underage possession of a rifle is at the discretion of the judge, it’s complicated because if you try him as an 18 year old and then charge him for being under 18 possessing a firearm, then that’s very shady application of law. If the first shot is found to be in self defense due diligence, then it would be difficult to say the other shots weren’t either as he was being assaulted by members of a mob afterwards.
