I don't want to criticize, as this is something i see VERY commonly, but what you described is not "negative reinforcement".

"Negative reinforcement" means that you remove some element corresponding with a behavior, whereas positive reinforcement means that you add some element corresponding with a behavior.

Positive Reinforcement could mean a punishment, and Negative Reinforcement could mean a reward.

Reward with positive reinforcement: you cleaned up your room so here's $20
Punishment with positive reinforcement: you didn't clean up your room so now I want you to mow the lawn
reward with negative reinforcement: you've been very good lately so you're no longer grounded
punishment with negative reinforcement: you've been bad lately so we're taking away your phone

I'm splitting hairs here, and in the vernacular it seems like "negative reinforcement" means anything that we perceive as negative.
