Correct. My question was unlike pedestrian pathways the bicycle lanes needs to be all over the city. It's impractical to have cycle lanes at some places and not at other places. That just defeats the purpose.

I know we can say it's a start but since the plan itself says "wherever required" it doesn't sound very positive at all. This is one big reason people who want to cycle around don't.

Well, I myself go out of city rides on weekends but I really actively try not to ride cycle in the city because of safety concerns. Not even to my office which is less than 2km away.

Yes, there are people who ride all around Bangalore anyway but they are willing to take the risk, not all can or should imho.
