[!I based this opinion after playing KH3 for the third time recently. I think I might be onto something.
To start, I think that story progression via cellphone in a video game is not a good idea. Sprinkling it with a few "Meanwhile" type cutscenes doesn't make it any better. Especially with the story being largely in the background throughout about 80% of the game. The writers probably thought it would work. Personally, I think it falls apart even on paper. Here's why I think that the story feels rushed near the end The player doesn't get to participate in the main story at any point before the Aqua boss fight We only pieces of original worlds here and there, such a tiny bit in the Realm of Darkness or in the Land of Departure. I was particularly unhappy with Twilight Town. There wasn't much to explore, and save for 100 Acre Wood, we have no reason to go back. I think it would have served the gameplay and story better if the player could have actually explored worlds such as The Dark World and Radiant Garden. Have Ienzo explain to Sora in person about his hearts. Maybe even go back to talk to Riku directly about the Replica program.

Instead, we sit through cutscenes and Sora staring at a phone. Static images aren't all that engaging in a visual medium. It's like the game version of "Show, Don't Tell." Only in this case, I feel it's more like "Let Them Play, Don't Just Show."](/spoiler)
