Where are you seeing BC, as test-optional? While the dominoes are falling and it won't be surprising if they turn to test optional, I have not seen an announcement and could use a link.

It is very hard to predict what the admission season will look like for class of 2021. If this fall's test dates happen on schedule, most applicants will have had a chance to test. However, they then have the option to not send scores. The rule of thumb is to not submit scores if they are below a certain threshold, though opinions differ on where that threshold is. Personally, I'd submit if it's above the 25th percentile published by the college (see their class profile, common data set, and/or https://nces.ed.gov/collegenavigator/). If gpa is low, more reason to submit.
