He's at the mercy of riot's balance team for ADC itemization and has had some crazy highs and lows the past few years. From release warlords to the removal of Zephyr, IE nerfs to botrk nerfs to shiv nerfs, and subsequent buffs. W is also semi-rng for the slow and is just invisible power reducing enemy AD...
