Texas power, help me understand

Well first it’s not ERCOT that this order directly effected, it’s power plants (which are each their own company). They are 100% set up to monitor and report their own emissions and carbon offsets, they have entire regulatory and compliance departments that do that.

It also would do nothing to increase production well before a crisis hits, a grid doesn’t have very much storage capacity, pretty much all electricity has to be generated in real time. Power plants can quickly ramp up and down production they just don’t have very much space to go above their normal emissions limits because there is usually no reason to. Investing in excess capacity doesn’t make much economic sense.
