I would argue it's not the exact same problem in Destiny. I think Destiny does it better. There's not really any reason to do bounties after a certain point unless you really want to be over-leveled for Master Vault of Glass. They became even more useless this season, since they removed vendor reputation as rewards. They're not nearly as restrictive as Infinite's, as most of them involve things you were probably already going to do in an activity. The most restrictive ones really only require that you get kills with a certain damage type or weapon archetype, with the latter being a bit more restrictive than the former.

I think Seasonal Challenges are more in line with the criticism toward Infinite's challenges, at least in the sense that I think they restrict playstyle far more. However, they give significantly more experience than bounties, and they don't repeat. There's ~70 of them per season doled out over 10 weeks, and that's it. They also often give enough experience for more than one season pass level for just one challenge, so they're far more rewarding than Infinite's.

Even ignoring all the differences, at the very least, Destiny allows you to gain experience and progress the season pass without doing bounties or challenges.
