He is being completely disingenuous, however tuition is out of control. Also, degree inflation is out of control as well.

Thirty years ago, my dad got into a professional career field where it was normal for the people working in it to not have any college degree. Now, in the same field, you can't even get your resume glanced at without at least an MBA. So you have to spend 6 extra years in school. So that's 6 years of lost income. Plus you have to rack up tens of thousands of dollars in debt, just to have a shot at a decent paying job that, when I was a kid, was done by people straight out of high school. I'm only in my early 30s.

The system is completely broken.
