No. I get what you're saying, that it is open to interpretation, but this isn't our story. Oda writes it, Oda makes the rules, and Oda has addressed haki for now. Lets make definitive statements based on what we know is true because Oda decided it and then change those statements if what we know changes. For now it is safe to say that Haki does not prevent burn damage, as temperature control or protection is never mentioned to be a haki ability. Sanji ignites his leg with friction and suffers no damage because he is a cook, he's shown to be flame resistant. Red Hawk harms Doffy despite him surely using Haki, and probably being better at it than Luffy. On the other hand, Brook presumably has low temperature powers related to his fruit or his sword. Every other incident of temperature powers I can think of is related to devil fruits. What I'm saying is that temperature control powers are displayed by a variety of users from pretty much every source from fruits to possibly swords to themselves, pretty much everything BESIDES Haki despite it probably making the most sense. If they were using haki, why is this never acknowledged? I think this is the strongest counter-argument. We've already seen burn damage resisted, why not make a point of explaining it is Haki if it actually is? Most mechanics in One Piece are addressed as they come up. This supposedly hasn't been elaborated on despite occurring for years. Either Oda is waiting ridiculously long to explain it for almost no reason, or haki doesn't resist burn damage or have any hand in temperature control. As things stand, haki doesn't prevent burn damage. That is canon until explicitly stated otherwise.
