[Theory] You should be using defenders with bad movesets

If I was to overhaul the gym system here is what I would shoot for.

Every gym is randomly chosen/errected by the 3 gym leaders. The gym's don't change hands. Every area has an evenly distributed set of gyms for each team that has level 1 to 10 gyms, with more gyms being lower level. Lower level gyms have less slots and have a level cap for attacking and defending players. Rewards and losses for lower level gyms are less than for higher level gyms.

You can place your pokemon in any allied gym you are qualified to compete at provided it is higher cp than another pokemon, it will knock that pokemon out.

Each geographical area has a scoreboard. If you train in enemy gyms you increase or reduce their score depending on how well you do. You also increase or reduce your personal score.

If you train in an ally gym you increase you teams score and personal score, but by a smaller amount.

If you are a defender then for every pokemon you have defending a gym, your points for attacking other gyms are increased with a multiplier.

At the end of the season, rewards are given out depending on how well your team did in your area. Rewards are also given out depending on how well you did personally within your team. Seasons reset every one or two weeks.
