Is there anything to stop a team 'gaming' the non-exclusive tag?

Best a team could do is get him to agree to a contract and then start negotiating a deal with the Ravens for them to not attempt to match the offer.

So perhaps if you’re the Bears or Texans and say we don’t want to pay two 1sts, but we’d be willing to pay this years first plus some 2nd’s, 3rds, players, or whatever else, you can see if they’d be willing to agree to lesser compensation.

Let’s say the Bears said we’ll do 1.01 and Fields, then you can trade down and get all the picks you want, or trade Fields if you’d rather draft your own QB.

Or the Texans say we’ll give you 1.02, Cooks, 2.33, and a 24 2nd. Draft your QB, give him a receiver, and have 2nd’s, but we’re not giving up 2 1sts.

Something like might at least make Baltimore think about not matching the contract. If they agreed on compensation with another team then Lamar would have to sign the tag, get traded to the new team, and then sign the contract extension with that team.

Note: I’m just typing out hypotheticals not crazy things I think will actually happen. If a team wants Lamar and doesn’t want to give up two 1st round picks they’ll have to try and find other packages that would interest Baltimore.
