Yip we get foreigners at my university wearing that crap. I avoid them like the plague because [Former British Colony] we also have the value of "If you're hiding your face your some wanker criminal so stay the fuck away from me would ya?"

I cross the street just like I cross the street from patched gang members, if it looks like a criminal, it's probably a criminal. So avoid them so you don't get mugged.

I don't really care if it means something different, there's a reason the banks have signs saying your face must be visible. Because people with malicious intent hide their identity. I can't enter parliament with my face covered, or a hospital. So I'm going to trust the bankers, politicians and nurses/doctors views that people hiding their face are up to no good.

Since they either have lots of wealth, lots of reasons someone might want to harm them, or lots of fun drugs people might want to steal.
