Maybe at yours? I suppose every market is different. For instance, here I can see 12 offers for Logistics tomorrow and every day through next Saturday. There will be blocks added in throughout the days as needed. Late afternoon and evenings for sure, but also earlier blocks before noon that were never offered early. Nearly every one of these will surge to between $25-27 p/h at a very specific time before the block starts, totally unrelated to what the other blocks are doing. They will then either be taken up until they disappear, or decrease in value as people drop their base blocks for that time slot in pursuit of surges. I don't know why people are taking them at base in the first place. As far as I can tell it's only causing weird up and down fluctuations since a block taken at base and dropped during a surge no longer guarantees that block will once again become available to others at surge.
