Is there such a thing as a 'talent' for Wizardry?

On Golarion, not without access to some form of education. It took 800 years after Earthfall for Old-Mage Jateme to reinvent wizardry from studying the shattered ruins of Garund and he was widely suspected to be a powerful Druid before he re-discovered wizardry. This strongly suggests that wizardry is a trained discipline that is near impossible to reinvent if lost, otherwise the training of Jatembe wouldn't be held in such a high regard.

Thats just it though, this character wouldn't be rediscovering magic from scratch. He's surrounded by magical writings, as its fairly easy to come across things like scrolls in even small villages.

He wouldn't be re-inventing magic, he would just be piecing it together from what he found along the way, pretty much the same as they would teach in a wizard's college, just without the benefit of a guide/teacher.
