No it isn't, I'm not sure if you are from the U.S. or not. The Supreme Court is the highest position of the Judicial Branch of Government, one of the three Branches of Government in the U.S. (one being the Executive - which houses the President, the other being Legislative - Basically Congress.)

Congress can appoint Supreme Court Justices while the President can approve them, I think that was it. After that, the Justices are appointed for life unless something happens. When Congress creates a law that is going to be challenged, and it is highly charged, it eventually leads to the Supreme Court, the Supreme Court has the ultimate say if the law can or cannot stay as is. And if it chooses one way or another, other cases of law can have rippling repercussions because of it.

It has the ultimate say whether a law or executive function can stay or be overridden. Having a bill/law be taken up by the Supreme Court is sometimes the last thing Congress and a sitting president wants because it can also override other laws that they would have wanted to stay.

Not only that, the Judicial Branch can hold injunctions of any of the bills and laws passed by congress or states, and the bill will be hold in limbo until it goes to the higher courts. Meaning, if this passes, it is possible this law with face an injunction and be effectively nullified until a Supreme Court decision is made.
