The "article" contains zero context, does not accurately portray the content of the bill, and to counter your own point about "it doesn't mention..." things, it doesn't mention in any way where or how the bill does what the "article" says it does. In fact, it outright lies in that it says it, "would renew the currently active NSA’s mass surveillance programs". This is a bill that is supposed to prevent the renewal of the current programs by replacing them with much less broad and much more regulated programs.

He never said this specific bill. He said the Trump Administration as a whole.
