They need to invest more into educating their workforce. China as a nation was not well educated, but it is very obedient. Now it has a much better educated country while still retaining that obedience. This is making for a very malleable workforce. Which I know is not always to the benefit of the workforce.

India on the other hand is very ill-educated comparatively and has leaned towards a self-serving attitude. The result is that manufacturing is not as efficient due to quality issues. The only way India can compete with China, IMO, is by education schemes.

The one thing India has in abundance that China does not is business acumen. It is a nation that has learned the hard way. If Modi wants to build on the business acumen of his population, then they need to have a broader base of an educated workforce.
