Everyone gets a 12 point loadout, but the entire system has changed, so the card's effects carry much less impact.

They locked the levels in comp so that the game can be balanced around that. They said themselves that the game will be much easier to balance, because only single levels matter, Unbound's cards can be unbalanced - it's a silly arcade gamemode without limits.

Why did they make the system around an arcade gamemode in the first place though? "Because some players would like to play a silly, over-the-top gamemode." That's a pretty dumb excuse.

The thing that they could copy from the Overwatch this time is custom servers instead of changing entire core of the game, the thing that made me (and many others) play the game in the first place.
